… e se ci fosse stata prima COLLENGWORLD?
Tutti noi conosciamo per sentito dire o dai notiziari o dalle trasmissioni televisive o perché noi stessi ne siamo fruitori, opere di ingegneria e di architettura che non funzionano come vogliamo e come vorrebbe la comunità, con conseguenti sprechi di denaro pubblico. Banali errori di progettazione si sarebbero potuti evitare se il progettista avesse condiviso con la comunità l’avanzamento del suo progetto a partire dal concept iniziale. Vediamo assieme un esempio.

We all know by hearsay or news from television broadcasts or because we are users, works of engineering and architecture that do not function as we like and how would the community, resulting in waste of public money. Banal design errors could have been avoided if the designer had shared with the community the progress of his project from the initial concept.

Let’s see an example.

Questo ponte ha un problema di funzionalità che lo rende pericoloso e poco funzionale durante il suo attraversamento: infatti chi lo percorre deve stare attento a non scivolare, sembra paradossale ma è così. La causa risiede principalmente nella scelta del materiale di finitura, il vetro liscio. Se poi consideriamo la curvatura del ponte e l’ambiente umido di Venezia questo ponte diventa una vera trappola. Nei periodi invernali la cosa si complica ulteriormente causando decine di infortuni e conseguenti denunce contro l’amministrazione.

This bridge has a functionality problem that makes it dangerous and less functional during crossing; who passes on it must be careful not to slip, it seems paradoxical but true. Insomma un fallimento totale che costa denaro a tutti i contribuenti.

La domanda è quindi: e se ci fosse stata prima una comunità dove il progettista avesse condiviso l’idea con il mondo intero questo sarebbe successo?

 La risposta è NO, sicuramente nel mondo a qualcuno sarebbe venuta in mente l’idea che il ponte così costruito, con quella forma e quei materiali e in quel contesto ambientale sarebbe potuto essere scivoloso, o ancora poteva succedere che lo stesso Calatrava prima di prendere decisioni progettuali avesse dato una “sbirciata” alla community per vedere se qualcuno avesse CONDIVISO un progetto simile e riscontrato le stesse problematiche nel passato.

Qualcuno di voi si starà chiedendo che vantaggi “personali” ci sono nell’aiutare Calatrava nel suo lavoro? In realtà non si aiuta Calatrava ma la comunità e poi chissà magari Calatrava o qualcuno nel mondo coglie il vostro talento e vi propone di far parte del suo staff.

E se foste stati voi incaricati di progettare il ponte? Avreste sicuramente avuto bisogno di capire da dove iniziare, avreste avuto bisogno di suggerimenti. Sicuramente nel mondo qualcuno ha già progettato la stessa cosa che è stata chiesta a voi; allora perché, mi chiedo, partire ogni volta da zero e affrontare nuovamente le stesse problematiche già affrontate da qualcuno in passato e già risolte? Quanto tempo dedichiamo ogni volta alla ricerca di riferimenti progettuali?

In short: a total failure that costs money to all taxpayers.

The question is: and if there was a community where the designer had shared the idea with the world this would have happened?

The answer is NO. Definitely in the world someone would come up with the idea that the so-constructed bridge, with that shape and those materials and in that environment could be slippery. Alternatively, even it could happen that the same Calatrava before making design decisions had given a "sneak peek" at the community to see if anyone had SHARED such a project and found the same problems in the past.

Some of you must be wondering what "personal" advantages could get in helping Calatrava in his work? In fact, it does not help Calatrava but the people and then, who knows, maybe Calatrava or someone in the world captures your talent and invites you to be part of his staff.

Moreover, what if you were in charge of designing this bridge? You would have needed to know where to start, you would have needed suggestions. Surely in the world someone has already designed the same thing that has been asked to you. So I ask myself, why each time starting from scratch again and face the same issues already addressed by someone in the past and already solved? How much time do we devote every time looking for design references?

COLLENGWORLD può essere un valido strumento per Il coinvolgimento dei cittadini sui progetti di infrastrutture, il così detto débat public che entrerà nel nuovo Codice degli Appalti.

E’ stato approvato in via definitiva dal Senato, il disegno di legge delega per la riforma del Codice in recepimento delle direttive 2014/23/Ue sui contratti di concessione, 2014/24/Ue sugli appalti pubblici (che abroga la direttiva 2004/18/CE) e 2014/25/Ue sulle procedure d’appalto degli enti erogatori nei settori dell’acqua, dell’energia, dei trasporti e dei servizi postali (che abroga la direttiva 2004/17/CE).

Secondo le intenzioni del Governo, il recepimento delle direttive e l’adozione del nuovo Codice Appalti avverrà entro il 18 aprile 2016.

COLLENGWORLD can be a valuable tool for the involvement of citizens on infrastructure projects, the so-called débat public that will come in the new Italian Code of Contracts.

It has finally been approved by the Senate, the draft law to reform the Code in transposition of Directives 2014/23 / EU on concession contracts, 2014/24 / EU on Government Procurement (repealing Directive 2004/18 / EC) and 2014/25 / EU on procurement by entities operating in the water, energy, transport and postal services (repealing Directive 2004/17 / EC).

According to the intentions of the Government, the transposition of directives and the adoption of the new Procurement Code will take place by 18 April 2016.
